Those men in the second group would normally be killed by stupid decisions they make but due to various taxpayer sponsored programs that shorten the average life span of the first group the average life span of the second group has increased
Injure yourself in a stupid accident or a gang war and the first group will pay taxes not for their own medical care but for your medical care
Misuse your time and money and the first group will pay taxes for your food
