It is not legal to paint on public property or private property that you do not own without authorization under vandalism laws
It might be illegal to impersonate a construction worker although I doubt it really is illegal to do so unless the impersonation is done in order to commit a crime or steal someone's identity or be employed with fake credentials, and so on
I do not care if it is called racist there are other legal matters
