Let's say there is a bachelor tax on both men & women who do not have children in the United States and then a bunch of black women on welfare do not pay the tax & get extra welfare benefits for having more children then you would increase the population but only incease the population for people on welfare which might lead to mass starvation when the people not on welfare can no longer produce enough per person to feed the people on welfare
