There's a very important factor too: the wage suppression. Most infrastructures today have to be maintained by government employees or contractors under price controls rules, so the good engineer that are capable of working in private sector go to more profitable projects.
Price is very important to determine demand and supply and everything you suppress the price, the supply goes down. The government and taxes have to get out of the way to let it flow naturally.
