I I know you're memeing but this is actually really smart move on Putin's part.
He knows that the vast majority of people that see this don't know a single thing about Russian history.
So by saying that monologue he sets the stage to make his point make sense and historical context that most people would miss.
It also weeds out normies who just want gotcha moments and shouting matches.

Jokes aside, Putin was right to do this. Providing a milennia long historical context before even entertaining a first serious question is based on many many levels.

Putin is demonstrating to the West what it looks like when a leader is able to think in terms of eras, not just Presidential terms.
Watching him make decisions in service to a vision of stability for his country so that Russia can last another 1000 years, instead of using his term in office to loot as much of the family silver as he can IS embarrassing.
Putin openly rules Russia but Biden doesn't rule US, he was placed there by unelected shadow rulers with hidden agendas.
