Should Congress make a law that districts can not vote or have their votes counted unless all shopping carts are returned or paid for and replaced if broken or stolen in a district

And if broken any litter from their remains must be cleaned up before voting is permitted

The problem is so called food deserts with no shopping carts to return might be able to vote

An additional requirement for fixing property damaged due to riots could be imposed

I mean technically the rioters who destroy their own neighborhood should be put in jail and after they are convicted of a felony in a proper court trial they should not be allowed to vote since convicted felons are not allowed to vote

The reward for returning the shopping cart is so that you will not have more shopping carts blocking you from parking next time you visit the parking lot if you drive to the store

Naw. They rule over for whatever their own fucking government rulers demand. They are not one whit better as far as meaningful resistance to tyranny. They ever fucking welcome it if they think that "the Strong Man" will smite whomever they despise. Freedom? Just a word that goes with July 4th to way too many.
