Agreed, which is why I am (a) a eugenicist and (b) see the goals of any system of law enforcement solely as removing threats to normal people.

There's also another form of complacency, which is that the more you succeed, the more everyone goes to sleep, so we need to breed wolves and bears to pick off the unwary.
