Sure, you can make anything illegal. Gotta pray that the criminals will obey it though...following the law is not their strongest skill.

Ok but from what I understand under present law people can officially and legally marry and or reproduce with people who are in jail for murder

So although criminals can break laws

It would be more difficult for someone to physically come to a jail to reproduce with a murderer or reproduce with donated samples from a murderer if the criminal justice system did not give them special services to make reproduction with murderers easier and go out of the way to help them

If you think it's worth a try, there's a path to making it into reality. You got to contact your local representative and recommending him the bill, possibly with a draft version already completed.
