I would suggrest that they pack them tight so they can not roll over people or move from one side of the ship to the other
Of course then they might have to make a custom ship section that is just for storing steal coils
It is the fact that they do indeed only leave the cargo storing area one third full that enables the steal coils to move which can result in the fatalities from them running over people or capsizimg the ship
But full cargo might be too heavy
They might also have to cover them with a very heavy flat surface if they try to pack them too tight to have anywhere to roll so that they do not move upwards in a third dimension in order to roll

We've all seen the footage of ships rolling and pitching at sea; some even show them losing containers stacked above deck. High seas are serious business for serious Sailors.
