He was an undercover police officer and he was not using a weapon & did not reach for parts of his body or clothes where weapons might be stored, his body language, tone of voice and manner of talking did not present the intent of trying to kill or hurt them but only fighting to try to escape

This cops job is to apply the standard. NOT adjust it to suit needs.
