It's a false correlation. IQ, consent or even conscience has no effect on reproduction. Flies reproduce without any of these.
All that is needed is fertilization. Even in humans, the woman can be in a coma and the man dead (as we seen in an article a few months ago). Hell, you don't even need the humans if you extract the sperm and the egg.
I think what you mean are relationships/families. They are very different things.

It is highly problematic that no matter how intelligent people are they are determined legally unable to consent until a certain age
But stupid people over a certain age are considered able to consent unless they have a special diagnosis
I am not supporting breaking the age of consent laws but these laws should be changed
An older person who is ignorant, lazy and not responsible should not be given more societal approval to reproduce simply because they are older
