Ignoring that desire to learn might be genetic and only looking at if ability to learn is genetic

I personally think average human is stupid.
When I see many people how they behave in public. Be it shop, restaurant or work.
Are they programmed to be willingly ignorant by society resulting in their inability to learn which they would not have if raised in a different environmemt with the same genetics
