There are the rules on the books and then there is what they actually do in practice

For example the President is not supposed to make laws

But Presidents promise laws like Obama Care and the Congress does not seem to say it is none of your business we will make our own decision President but go along with what the President suggests if they are of the same political party

Presidents have started wars even though only Congress is supposed to have that authority

If you are right that the house is not supposed to do filibusters that does not mean that they will not try to do it and if it works because most of the house do not prevent it then it will work even if it does go against the written rules as you claim

If they simply let each other talk a long time and the others do nothing to prevent the vote delay then the vote will be delayed whether or not they are supposed to do it that way according to the book
