If communism is taxing the rich to give to the poor then communism really was never tried

What happens when a country calls itself communist? Rich government officials tax the working class saying they will redistribute the wealth & give it to the poor but then they take the wealth to make the rich government officials richer

They tax the poor workers to give to the rich. This is the opposite direction of communism

I am not endorsing communism but just telling it like it is
