There are numerous groups that try to help North Korean people with the consent of the North Korean government
These include but are not limited to volunteering to teach in North Korea as a visiting foreigner
And also sending donations and then putting on some logo representing their organization's religion
Or the sunshine policy of South Korea trying to help out North Korea economically and hoping their generosity will change their attitude

@shortstories i think i heard about them experiments, how some small well isolated countries live in different eras in times time, like some still live in the 70s and 80s.

I do not believe any of these legal means to help out North Koreans are effective because the government will censor the kind of information volunteers can give under penalty of imprisonment which indirectly is a death penalty, many times people who are released back to their home country end up dead soon after
When North Korea wants to make people mad at the USA they refuse to take the food from American charities preventing knowledge of the charity to North Koreans
