Puerto Rico has entered in a " water shortage " phase cuz of some alleged drought, they are only showing the side of the dams where you release the overflowed water but, they refuse to show and charge anyone who take picture or show the side where the actual water is in the damn.
and they have warm come 2030 its will get worse and that climate change people have taken control of the matter.
If they have all that water blocked up in the dam then people could take long buckets with ropes and take the water backed up in the dam to prevent a flood
They could then put the water they took in buckets into giant bins on carts pushed or pulled by humans or animals or vehicles
They could then take that water and use it for crops or run it through a home purification system
But You would go to prison if you did that without government approval
