This completely breaks the brains of people who are building software because our brains are locked into 2 WEEK sprints - not 2 YEAR sprints.

And because this is Congressional rules we're talking about, there's only so much bureaucracy hacking you can do.

The reforms that are being proposed puts in more flexibility into the rules - making it easier for leaders to pivot to other priorities if say...a pandemic happens, or a war in Europe breaks *gestures wide*

The PPBE process (Planning, Programming, Budgeting, and Execution) is how they figured out what programs are going to get funded, what programs are getting cuts, and what dollar amounts each of those things get.

But you're doing all that for a budget that's 2 years out - (2026)- while trying to execute on a plan that you made 2 years ago (2022)... ok, 3 years if you're in a CR because under a CR the last budget carries over (2021)

For non-DOD readers, the PPBE process is how DOD plans and spends its budget. The short version is that DOD has to decide what to budget for 2 years out and it’s then locked into that for the most part. The lack of flexibility (and problems stemming from the increased amount of time DOD operates under a continuing resolution instead of an actual budget) throws up a lot of barriers to improving technology within the DOD.

The current process also makes it harder to kill bad projects and start new ones because it's less risky to try to improve something already in the budget than start something new.

The new rules make it easier to start new things and will help improve the way DOD can buy new software.

@Arty24 kind of funny that they’re going to put it in charge of “substantive decisions.” That sounds like a bad idea on one hand because it’s just a statistical model. On the other they already give women and minorities these roles, so they don’t really care rn either way.

@maxmustermann @sjw @Awoo @a1ba I've worked with foxes before, they are unbelievably stinky when they have to be confined to an area instead of roaming for miles. I couldn't imagine the smell of some of these houses. They've probably gone nose blind to it, but I wonder if that smell would stay even when they try to sell their house.
