Supposedly Florida has no license requirement for dog grooming and they are trying to have a license requirement
A license might be beneficial if it requires emergency training skills but they could just require a license as a means to crush competitors and tax people without requiring the emergency training skills
If you have a pet you should make sure they have some basic emergency training skills like pet CPR before taking animals to facilities without watching them
