If you sell that copyright infringing art for a profit, the copyright holder could sue you for those profits, but that isn't "stealing", it's copyright infringement.
Most people (and nations) don't care about copyright infringement, hence why retards call it stealing.

There seems to be an understanding that fan art is allowed, even if monetized because the artist took the effort to draw the character and make porn worth buying of them.

If you buy the copyright infringing games direct form China, nobody cares. China certainly doesn't.
