Because of laws that cow farmers can't butcher their own cows and have to use abbatoirs. Abbatoirs decided to reuse spines and brain in cow feed resulting in the spread to other cows and eventually to people known as Creutzfeldt-Jakob disease (CJD) which can manifest in 1 year or 50.
