and ability to hire any tutors in the world and go to any schools or universities they choose in the world can most _ people

at or before 65 years old or are they genetically incapable of doing so despite desire to do so and environmental factors
Ignoring that desire to learn might be genetic and only looking at if ability to learn is genetic
Are they programmed to be willingly ignorant by society resulting in their inability to learn which they would not have if raised in a different environmemt with the same genetics

Some can if they decided or were forced to do so.
I personally think average human is stupid.
