@marlathetourist It's not an out of the blue decision either. If you've paid attention, Putin pretty much enabled African colonies to remove French military bases and embassies out of their country like Niger and Mali.
Relationships between Macron and Putin weren't particularly sour then, but now Macron is pissed.
He always had Napoleonic ambitions and wanted to convert Africa to its soft power, making French the main spoken language in the continent.
That's gone now, and he's not happy.
