I remember reading about an incident from his early reign (90's or early 00's). Russian Navy was in dire financial straights, and a sub went down with all hands during routine peacetime operations.
Russian media was following the scandal, and a reporter tried putting Putin on the spot, asking: what exactly went wrong with the submarine?
"It sank."
