There's 2 types:

Sri Lanka is not free, if it was free their would be a outside military invasion into Sri Lanka

They can not allow even one free country to be an example to other countries

Not one country can be free until enough countries are simultaneously free to defend people against the invaders that would try to stop even one country from being free
