Short answer: No. Only white people had voting rights and voting rights were required to hold political office.
Long answer: There were a few exceptions, but they were essentially just glorified middle man. It's more tolerable for communities to see one of their own in charge, even if that individual is essentially just a puppet.

It's the uncanny valley. They fill the void of creatures that pretend to be human into something that their minds can comprehend - mostly from tv (godzila, etc).
