No problem just use a California Drivers license and when you apply for a Florida one you are not changing the listed Gender but using the same gender as on the California license
Also no one should move to Florida because free speech was removed from Florida
Maybe a large Midwestern city that is neither on East Coast nor West Coast nor Texas
Texas is turning Blue as Californians immigrate to it
They will immigrate to the Red States before the purple States

Based on this, I don't know if that'll work.
But yeah, Florida has a lot of problems. You can expect free speech to go away everywhere, so the only real option is to move to another country entirely or go live in the woods.
