Small teams of capable people who become familiar with a specific set of tools and processes and develop them further in the changing environment to fulfill the need of the customer works. If it didn't small software shops wouldn't be able to make anything until they had teams as large as the big companies.

@lain It's a helpful system when you have more gradation between the states of satisfaction, and not fit for all applications. In cases of food delivery, a thumb up, a thumb down, or just a check mark for "satisfactory" with a comment box would be better.

Obviously, Russia could allow their critical infrastructure to be bombed, but they might also not.
Given all that is happening, I don't see why their present actions indicate so strongly that they are simply going to allow it. What am I missing? It is my inexperience with geopolitics? Do I rely to heavily on what is happening vs looking forward to what is implied by actions?
