If you want to work in one country but be a citizen of another country, fine, but you can't be a citizen of two countries at the same time. It's nonsensical.

FinRA is not the government, but a self regulatory private trade organization that puts voluntary restrictions on its members in exchange for membership. It's like how real estate agents are often members of "the National Organization of Realtors" so they can call themselves "realtor" on their business card.
