Usually people do not call it a conspiracy theory unless they are up to no good
For example if you point out that the government said that the government does bad things & the government gave documents admitting what they did
And they call it a conspiracy theory
That means they support the government even when the government either lies and claims it did bad things that it did not do or support it while it does bad things
So they are supporting the conspiracy
