They deserve reparations because (mostly southern) whites went overboard with segragation, jim crow, redlining and torturing their slaves

This is morally wrong and unconstitutional but nothing could be done until recently since they weren't "people" under the law.

IIRC jews owned alot of slave ships as they were deeply involved in commerce but I have no idea if they owned slaves or are to blame for slavery.

What I propose is a bill directed at reimbursing direct descendants of former slaves the wages they would have otherwise earned.

Once that bill is passed they will have NO CHOICE but to move forward.

Yes there will be always holdouts is the same way some southerners still cling to the confederate flag.
