I wouldn't necessarily restrict dual citizenship to private citizens unless they're thinking of becoming a politician then, of course, it ought to be disclosed and renounced.

Dual citizenship is likely a good insurance policy if your country goes to shit and you need to relocate and also provides more freedom of movement globally.
