They are allowed to ignore Law; both the criminals and the "law enforcement establishment" *because* Law is NOT the rule.
"Law Enforcement" is perhaps the most cruel oxymoron of the English language. MOST of them do Not even know or understand the laws they are charged with enforcing.
Expecting fidelity to Law by "law enforcement" would be as utterly foolish as naming my dog, "Cat" and expecting it to start purring and climbing trees.
There is NO such thing as "rule of law". It is an abstract concept Only.
The ONLY rule that ever existed is "rule of prosecution".
Law is the boundaries under which prosecution is supposed to take place. If Law was the rule, then you would hardly have anyone prosecuted wrongly. If Law was.the rule, then you *especially* would NOT have easily provable criminals walking free while law enforcement and courts refuse to prosecute them.

I remember the Ozone Layer "scare" and how in elementary school they would teach us to avoid CFC's and aerosol cans.

@shortstories I think he was drawing attention to the fact that people who purport this idea are disingenuous or lying at the very least.
