So if drugs were free and of safe purity then people would not do bad things to get the drugs and they would not get in danger from drugs contamination
If some people use it so much that they overdose then that filters them out of the culture and the gene pool
If they are only given for free in the form of pills and not through needles or smoking then they will not harm other people through needles or second hand smoke

The government could give an unlimited number of free pills per person with warnings about not taking too many and it would quickly eliminate those who choose to take too many and do not listen to the warnings leaving only those with high intelligence and good impulse control left alive without directly murdering anyone but only providing the tools for accidental suicide of those who do not listen to the warnings
