If there are two gangs with equal training per person and equal equipment per person but one gang has more members than the other gang
It would usually be a losing battle for the smaller gang to fight the larger gang without recruiting more members and becoming the larger gang
If the smaller gang attacks right away then they will die out before they recruit more members

A small but significant percentage of the German population was observed in the 19th Century to be “sensitive” to subtle influences by the Moon and other celestial bodies; and water was observed to store up a charge of this influence, especially if focused as through a telescope tube.
