On "The Big Short", they Never place blame on the low-lifes who signed their name on the line for these mortgage contracts, knowing they could not afford them.
The through line of the movie is that Hedge Fund Managers were at fault. Parts of the movie were surreptitiously set in a Las Vegas casino to juxtapose the idea there is a correlation between creating financial products for investing and gambling.
I rewatch this movie often.

What he is saying that if men do not tend to their households and let women run free those women will engage in endless consumerism and use any political power they have to force men to feed those consumerist tendencies, hence the phrase "IMPROPER indulgence of luxury".
Or in other-words, women use henpecked men as walking wallets to feed their own vanity, which is bad for society.

Sounds like he is encouraging that there should be a group of military trained men who are subservient to women

This encourages irresponsible people to breed at a faster rate than responsible people

Men used to be able to support their wife and children without their wife going to work such that they did not need to pay for child care
Now this is not free child care but they are going to raise taxes even more to pay for the child care
The raised taxes will make it even more difficult for couples to afford for either the father or mother to be a stay at home parent
They are also taxing single people who never reproduced to pay for single dads and single moms
