It seems complicated... From my experience, The "ski" suffix seems to be overwhelmingly Polish, while the "sky" suffix seems to have enough jews to make it worthwhile to investigate when encountered... Mileage may vary...

The Truth is: police operate under the understanding that they can do whatever they want, under color of law, and obversely are NOT required to act in other instances if it places them in "danger", or "officer safety".
