Modern United States Prisons tend not to have outdoor windows so there is artificial lighting inside the prison
I suspect if prisoners exercising provided electrical power, the electrical power from prisoners exercising would be less than the electrical power to maintain the artificial light in the prison
You should be allowed to ride a stationary exercise bike in a gym or the privacy of your own home where you do not block the road
If they are going to ban children under 16 then we should not have privacy violations in order to do age verification and simply ask parents to please not let their children use the internet and have no internet in the public schools
