The problem with the Puerto Rican joke, it's not that it offensive, it's that America hates that Puerto Rico is a territory, they hate that Puerto Ricans are citizens, the US does not want to keep Puerto Rico anymore, they don't need it.
Hawaii is more valuable to them, Taiwan is more valuable, Guam as well, Puerto Rico is no longer needed. and we know the common American think less of Puerto Ricans, then Mexicans.
