@Stahesh The homeless problem is a drug problem. An easier and less expensive way is just stop giving people incentives to be homeless ie welfare. Most homeless choose to be homeless because there’s no consequences to being a drug addict. That is either Quitting or dying from OD. And current shit-lib policies just encourage this behavior.
