Looks like they cast a fire projectile spell in a 1st person perspective scene in a video game and did not end up with that camera in that position by accident but the fire projectile was coming from near the camera

The missile might have been launched from the same news helicopter that filmed the video

Look at how close it is to the video camera and the angle it goes being almost parallel to where the camera is aimed or perpendicular to the screen or camera lens
