They literally have to guard nuclear material that they are not using in nuclear plants to keep it out of the hands of their enemies and to prevent accidental pollution

If they are going to guard it they might as well put it in a plant to make power and guard the plant

The material already exists from when they gathered it in the past to make nukes if nukes are real so it still needs to be guarded
