The through line of the movie is that Hedge Fund Managers were at fault. Parts of the movie were surreptitiously set in a Las Vegas casino to juxtapose the idea there is a correlation between creating financial products for investing and gambling.

What he is saying that if men do not tend to their households and let women run free those women will engage in endless consumerism and use any political power they have to force men to feed those consumerist tendencies, hence the phrase "IMPROPER indulgence of luxury".

Or in other-words, women use henpecked men as walking wallets to feed their own vanity, which is bad for society.
