Given these countries' behaviors, it seems they do not feel compelled to act with haste, which makes sense. They do not seem to emotionally expect or need the "touchdown", "knockout punch" victory.
Even if Russia and Iran know that nuclear war is on the horizon, since time is on their side, why would they not continue to bleed the Regime? What have they to gain by striking now?

Every tool should be available for analysis, especially if it could give you an insight into how someone else thinks. Understanding the other person's worldview provides a great deal of information.

There is no solution to "fix" bureaucracy as it is merely a method of management. There are only means to limit the potential for corruption and arbitrary rule within it.

@deprecated_ii Notice how the reasoning for the predominant idea is vague while what works is simple? Small teams of capable people who become familiar with a specific set of tools and processes and develop them further in the changing environment to fulfill the need of the customer works. If it didn't small software shops wouldn't be able to make anything until they had teams as large as the big companies.
