The Comedian was the epitome of The Federal Agent. He killed the pregnant mother of his own child, raped his own teammate Silk Spectre and is a villain that became a hero ONLY because he killed the right people.

And he kept killing people in order to stay employed by the government. He was essentially a State psychopath happy to accept a paycheck in return for secrecy of his own misdeeds and to continue killing.
Fuck The Comedian, he was an asshole.
It would have been interesting to have an entire spin-off about Rorschach and his character arc.

Linking to an earlier conversation, Rorschach is not the embodiment of pacifism, or 'might is right', or consequentialism, but of 'The Holy Crusader'.
People are equally drawn to, and repulsed by Rorschach's moral absolutism. Yet he was easily the most popular Watchmen character (https://en.wikipedia.org/wiki/Rorschach_(character)#Reception).
I don't pretend to know the answer, but it's worth looking into why.
