You're right about Tor. Most layer2/3 devices have some sort of auto negotiation (Path MTU Discovery) built in but since Tor blocks ICMP that's not going to work.

PSA addendum:

The MTU value is easy to find in linux. Simply open a terminal and run the command:

ping -M do -s 1500 9.9.9.9

and if you get this message:

"ping: local error: message too long, mtu=1500"

then decrement the value by 5 each time until you get it passing.

Agreed. And of the 1750 or so existing tor exit nodes, you don't know how many are operated by state agencies that exist purely to correlate traffic.
