Do you think they're bound by that agreement, then, that was in your mind but not theirs? What level of scammer legalism is this guy on? If there's no agreement, then there's no agreement.
Gosh, maybe it's a good idea to not perfidiously attack during negotiations, and not kill negotiators, so that you can have a formal document that people actually stick to because it's actually been accepted. Your handshake agreement that's only in your mind is really not a magical contract that's directly enforced by the Will of the Heavens.

Immigrants & voters should be required to pass a test similar to the Ash conformity test in which the correct answer is obvious but they witness 100% of a group of people give the wrong answer. If they copy the wrong answer of the group they should not be allowed to enter into the country or vote
This would be similar to the Ash conformity test
This would especially be beneficial for immigrants from countries with confucianism that tend to form cults in absense of such a filtering system
Even if differences in behavior of people from foreign countries is zero percent due to genetics and the genetics are only correlated with the behavior because people with those genetics were raised in that environment
They are still going to bring their good or bad culturally taught behaviors with them when they immigrate
And if you do not like those cultural behaviors you should be allowed to keep them out or only allow them in if they past a test to filter out those behaviors & ideologies
I think Tuvalu has zero murders in a lot of years making it's violent crime rate extremely lowand below average but if one murder happens in a single year then they say it's violent crime rate is above average because it's population is so low
I suppose you could compare it with other places over a period of multiple years but which years you choose would effect whether the crime rste is below or above average for the years
