The bottom line is that you can pile up a bunch of rocks and decide that's a house and that's how humans have lived since day 1. If you can't find a cave, build a cave substitute. Look at the tunnel jews. Or even the Amish. What's a great way to make a house dramatically cheaper and simpler to build? No electrical and just run whatever shit you need off of battery. Nobody actually needs power run to every fucking room of their house. Just an example.
