Voting doesn't matter, only violence does. Votes are an acknowledgment of the citizens' capability for violence. Even a net taxpayer voting system would change nothing, if the men are weak.

@Zeb It depends on whether you consider them a race or not. Some might say that if a "Jew" is born outside of their group, rejects their religion and doesn't consider themselves a part of their group in any way, then they're ok.
If they call themselves Jewish, then that's all you need to know about their beliefs.
