At least a decent chunk knows this is an easy tactic that requires no work. & in the process you may have Made some people interested. So I’d say not all of it was a waste of time.

Intelligence is one's ability to process information. Meanwhile he is describing other attributes like curiosity, skepticism, disagreeableness.
So if a man is agreeable or a follower, he will follow authority. His intelligence determines how well he follow the rules. An intelligent person is able to follow a large number of rules and to a finer detail (like a lawyer or doctor)
