No Reagan "won" the Cold War, neither did any President, the CIA, or anyone in office. The productivity of the American people eventually won over even 'the Russians,' back when Americans were a great people. Then Americans started to believe their own bullshit about unipolar hegemony and the End of History. They used to even talk about a "peace dividend," like you were actually going to get something back from the lack of dragons to slay. Americans already forgot about that too.
